KEY MESSAGES at the 7th Edition of the Competition in Public Procurement - Competition Risks and Practical Remedies Conference

The 7th edition of the Competition in Public Procurement - Competition Risks and Practical Remedies Conference organized by AmCham Romania in partnership with the Consiliul Concurenţei | Romanian Competition Council welcomed professionals in the AmCham community to a policy-industry dialogue on relevant topics for the private and public stakeholders engaged in public procurement.

Opening the 2024  conference, Gabriela Popescu, Chair of the AmCham Competition and State-Aid Committee, mentioned the valuable collaboration AmCham has developed with the two leading institutions in the field: “AmCham’s longstanding cooperation with the Competition Council and the National Agency for Public Procurement (ANAP) represents a model of effective public-private dialogue, a solution-oriented partnership that allowed us to contribute to a healthy and competitive environment in Romania.

AmCham members welcomed key remarks from Bogdan Chiritoiu, President of the Romanian Competition Council, Andreea Vlăsceanu, Deputy General Director – ANAP, Silviu Popa – CNSC, and Raluca Filip, Competition Director within the Romanian Competition Council.

They covered important topics such as the important economic impact of public procurement, relationships across the involved institutions, perspectives of amendment of the related EU legislative framework, operation flows, and confidentiality, among others.

A very timely discussion in the context of the recent EU Commission announcement to start an infringement procedure against Romania for failure to observe public procurement legislation.

The opening panel was followed by an industry panel that addressed practical aspects regarding competition in public procurement, moderated by Livia Zamfiropol, Partner - DLA Piper,  and Irina Popovici, Director - Competition Council. 

Navigating procurement with integrity, how competition rules shape the flow of information in procurement processes, innovative mechanisms to optimize procurement procedures and foster efficiency, potential impact of bidder involvement in documentation preparation on competition dynamics were among the topics covered by speakers in the second panel :  Cristiana Manea, Senior Attorney at law, SchoenherrSimona Neagu, Counsel, Clifford Chance Badea, Răzvan Pele, Counsel, DLA Piper and Amelia Teis, Partner, Legal Design.

Each edition of the conference turned out to be a valuable learning experience and know-how exchange facilitated by great professionals in the practice. The 2024  edition was no different, and AmCham warmly thanks experts in the AmCham Competition and State-Aid Committee for their role and contribution to the content and impact of this important conference for our AmCham community.
